Create new yearly directories in /data/ncedc/<Net>/<Year>/.
Update /etc/opt/vsm/archiver.cmd file with new yearly archive sets.
Update /etc/opt/vsm/diskvols.conf with new partitions.
Create the yearly directories on the chosen /arch/ncedc??/<Net>/ disk.
Create the corresponding symlinks in /arch/ncedc/<Net>/.
Run 'archiver -lv' command to verify the correctness of the file.
Run 'samd config' command to propagate the file changes and restart the system.
