To add a new BG site or new channels to an existing BG site.

Since 2020/03/02, a daily script builds automatically the file 'sncl.list'. If changes are present, bg_get process still needs to be killed.

As 'dcmgr' on dip:

• Add new site and/or channels in the file: $DARTHOME/work/bin/sncl.list (this file is now being generated nightly by a cron job).
• Kill 'bg_get' processes. 'cron_start_bg_get' cron job will restart bg_get automatically.
